If there are achievements for this idea I think that it should start at being ranked 1st for 2-3 decks then continue from there.

Deck Leaderboards

Basically have leaderboards based on the % of cards you have of each deck. This would work off the data from the circulation lists and just lumping the numbers together for all the cards the player owns divided by the total number of cards in circulation for that deck. On the leaderboards the players would be ranked by percentage.
