v2.11.1.135 Install works with Windows Vista

Thanks to some testing by J102Y and his Vista of doom PC, we have affirmed that the newest install will allow you to run the patcher (no more msinet.ocx errors) and play the game appropriately. Please see the thread in the technical support forum should you experience any issue due to missing files.
