I believe both players do get the same board actually. I hate 1's just as much as anyone, but it makes you change the aspect of the game. For example, if I do the simple quick two coin pick for quick chains, and I get a one, it ruins my chain and I start from scratch. Other people who don't rely on the "two coin" strategy and instead opt for as many coins as possible aren't going to be hurt nearly as much. So, if anything, and this is speculating that both players have the same board, it forces players to pick their strategy carefully. Do we go for the small chains, or do we play the more safe way by using more coins? It's a chance a person must make.
